Chief Stephen D. Powell
Chief Steve Powell has over 30 years of Law Enforcement experience. Chief Powell began his career with the City of Reading Police Department rising through the ranks and retiring with the rank of Captain. Chief Powell went on to become the Chief in West Reading and later becoming the Chief in Spring Township, where he remains currently. Chief Powell is active in the Berks County Chiefs of Police Association serving as President from 2019 through 2021. Chief Powell has also commanded an FBI Task Force while in the City of Reading successfully overseeing complex investigations for a number of years. For over 12 years Chief Powell has been involved with the hiring and promotions of officers ranging in rank from entry level to executive level. Chief Powell holds a BS from Kutztown University and is currently in the process of obtaining his master's degree from Kutztown University.
Chief Madison L. Winchester
Chief Madison Winchester has over 25 years of Law Enforcement experience. Beginning his career in 1998 with the City of Reading Police Department and rising through the ranks, Chief Winchester retired from the City of Reading as the Chief of Police and went on to become the Chief of Police in Cumru Township, where he remains currently. Chief Winchester is active in the Berks County Chiefs of Police Association serving as President from 2022 through 2023. Chief Winchester is a member of the IACP and Police Executive Research Forum. Chief Winchester has been involved in the hiring and promotions of officers ranging in rank from entry level to executive level for over 9 years. Chief Winchester holds a BS from Shippensburg University and is a 2014 graduate of PERF's Senior Management Institute for Police Executives.
